Look at 6:49- A single flak spam from that far away (which doesn't look that accurate) does 42 damage. In ut99, if you have mini, you can bob and weave through rockets and flak in open areas like that really easily while staying alive and you'll usually win mid range fights vs rox/flak, as long as nobody gets too close or lands a really accurate shot. In ut4, you're dead in 2 completely inaccurate shots from mid range. That never happens even vs the best players in ut99, they'd be using secondary spam and trying to get out of the line of fire at that range.
