Don't believe they're handing out actual keys anymore. If you're selected It gets tied to direct your battle.net account from what I've experienced. I've heard of people selling or "renting" their accounts out to people so they can play but looks like it'll turn into that account getting banned.

Ran into a guy aimbotting with Widowmaker. I was Tracer, and he managed to snipe me every time I used my blink or rewind. Every single time, even random directions that made zero sense, while trying to bait him into the shots. Blizzard will crack down on them eventually, but it's sad nonetheless. Why can't these fuckers play like a normal person and take their occasional beatings.
